EmbedHostControllerHandler assumes that ModuleLoader.forClass(getClass()) will return a
classloader, but it only will if the CLI process is running in a modular environment. If
it isn't, EmbedHostControllerHandler must take responsibility for setting up the
modular classloading environment.
