I think OSGI will have to unmount and re-mount straight after the initial mount.

The web subsystem relies on exploded mounts. Currently we mark the deployment as exploded
for *.war and *.wab
As a result OSGi webapps with *.jar extension do not get exploded and resources cannot be
accessed via the associated web context.
