This implies that some of the logic in ServerControllerImpl for handling the runtime task
aspect of composite operations will need to come out of ServerControllerImpl.

Get the handling of the runtime affect of host level operations out of
HostControllerBootstrap (where, obviously, it only works during bootstrap.) Make it work
more like ServerControllerImpl; presumably implemented in DomainModelImpl.
