It requires now --disabled (add content) or one of the server groups argument.

If you don't specify --server-groups or -all-server-groups the deployment gets
uploaded to the repository anyway.
As it happens this is basically an "add content" command (like the GUI) which
is nice - but I think we should have a specific parameter to invoke this behaviour vs.
rely on a bug.
