Another aspect: uniform delivery, e.g.
* C sends m5 (global seqno=5)
* A and B receive and deliver m5
* C crashes
* D and E haven't received m5 (e.g. because the packet was dropped by the network)
-> Is there a way to provide _uniformity_ for m5?
