Ack, seems to be related to jboss tools publishing. Closing eclipse fixed it. Sorry for
the noise.

When I edit or touch the application.xml file, the exploded directory deployment does not
restart.
If I touch the .ear directory, it does.
This is a change from all previous versions of JBoss, and breaks JBoss Tools.
