That jboss-web.xml is used in a war that runs in a lot of other tests, so removing the
loader repository changes the behavior of all those tests.
That said, TBH, I don't see what the point of having it there was, unless it dates
back to some time when webapp classes were by cached in the default ULR if you didn't
specify a loader-repository.
