Some system properties (like the one which controls what JDK log manager to use) have a
non-reversible effect once they're read. Not sure how this might affect things but
it's worth noting...

Tests using the Server are not reproducible in the case that the server has been run
before, setting vital system properties which affect how config initialization takes place
(if properties are present, these are used as overrides and won't be defaulted)
