This probably has to do with latest configuration changes in ISPN: CacheAdd class in ISPN subsystem calls builder.clustering().async().replQueueMaxElements(...) and builder.clustering().async().replQueueMaxElements(...) but does not call builder.clustering().async().useReplQueue(true) to really enable the replication queue.
