I don't think that would be a good idea. The reason is that Config Admin serves an
entirely different purpose.
The Framework Properties and Capabilities (previously called preloaded Module) are about
how the OSGi Framework is configured. Therefore they make sense on the general Framework
tab where they are now.
Config Admin, however, is a separate service. Any OSGi bundle can be configured through
this. Config Admin is not used to configure the framework itself.
Therefore I think that having Config Admin on a separate tab (as it is now) is the correct
thing to do...

should be represented as inlined tabs. Similar to the servlet "connectors" and
"virtual servers".
