Maybe we can do the following to speed this up:
- Read all files in the location dir
- If one of the file is marked as 'coord': don't even send discovery messages
and send a JOIN request to that coord directly
- If this fails for some iterations: send the discovery messages

Fix For: 2.8
Uses a shared file to discover existing nodes. A new node writes its address to the file
and removes it on leaving the cluster. Old entries are aged out after some time
