Facts of some type Foo are inserted into a StatefulKnowledgeSession, then a rule with LHS
exists Foo() is added and fireAllRules() is called, but the rule does not fire.
If the same is done with the FOP-equivalent rule containing CE not(not Foo()), the rule
fires.
