This is due to this in SecurityRealmAddHandler.addSecretService:
ModelNode secretValueNode =
SecretServerIdentityResourceDefinition.VALUE.resolveModelAttribute(context, secret);
String resolvedValue = context.resolveExpressions(secretValueNode).asString();
SecretIdentityService sis = new SecretIdentityService(resolvedValue,
secretValueNode.asString().equals(resolvedValue));
The intent is to detect expressions and pass "false" as the second parameter to
new SecretIdentityService(). But the implementation is broken, because both of the first
two lines in the end execute the same code.
