Empty `loadOnStartup' cause exception and breaks whole ear load

Problem occurred while loading `war`.
If web.xml contains on of servlet section with
`<load-on-startup></load-on-startup>` exception `IllegalArgumentException` is
thrown.
Seems it is caused because of `load-on-startup` expects integer value, but got empty
string.
Proposed solution: treat this empty tag as default value (zero). In case of invalid
parameter - does the same, but warn user.
