I'm going to close this. We already have a mechanism to toggle any cache to start
eagerly - which will form a cluster on startup. We can open a separate feature request to
add cluster validation operations to the JGroups subsystem.
Default behavior of clustering should be eager

In previous releases clustering with the All configuration was eager, this behavior
should be reinstated in AS 7.
