In RequestCorrelator.handleRequest() we tag a response as OOB and DONT_BUNDLE, no matter
what.
This should be changed: a response should have the same flags as the request; if the
request was OOB, so will the response be. If the request was DONT_BUNDLE, then the
response will be tagged as DONT_BUNDLE as well.
