See attached screen shot of how a cedilla appears. Is this a bug in Commons FileUpload? Perhaps it is not able to handle multipart requests where the encoding is not specified for each form field (something a browser cannot do)? This is the solution someone using httpclient did here: http://www.nabble.com/-httpclient--multipart-form-data-post-character-enc... This issue does not happen when creating a file using the CMS editor. It only happens with the multipart form.
