The upload-deployment-* ops are poorly named, as they support uploading any sort of
content, not just deployments. And they also foster the illusion that simply invoking
those ops in some way creates a deployment.
The existing ops should be deprecated and the new names created. The same handler classes
can be used; this is just a matter of the OperationDefinition that produces the
metatdata.
The text description of the new ops should be tweaked a bit as well, to remove any use of
the term 'deployment'.
