This has indeed been my workaround, but I don't know the intentions of the JBoss
system packages versus the bootdelegation standard, and if there's any edge cases or
modules in which this solution will fail.

I use a javaagent that does bytecode instrumentation. This injected code needs to be able
to see its runtime dependency, which is available from the boot classloader. JBoss appears
to ignore the "org.osgi.framework.bootdelegation" property
