An error during the load or init of a servlet causes it to be unavailable (should return a
503). Load on startup means it will be loaded before, but nowhere that it must make
deployment fail.

If trying to deploy broken archives, deployment is passing.
Both hot deployment & deployment via CLI didn't report any error.
The exception should be propagated and deployment should fail.
