On start-up an account called $local is going to be automatically created by the server,
this account if for the use of local clients to discover and connect to the server.
If the CLI is making a localhost connection it should first attempt to discover the local
account and attempt to use that for the connection, if the local account does not exist or
if using it fails then the user should be prompted to authenticate.
We should also consider some form of -noautoauth option when connecting.
The purpose of this account is for 'silent' authentication of local processes, if
a remote connection is being made no discovery should occur.
