Summary: Serialisation TidyUps (was: AbstractRuleBase does not need special
serialisation)
Description: review code and do some basic serialisation cleanups. (was: minor
enhancement to remove the creation of the byte[] to wrap object reading/writting. None of
the objects it reads/writes references runtime generated stuff, so it's not needed.)
