Decision tables allow for optional columns, if no cell data exists. Rule Templates and
BRL fragments have inconsistent behaviour. They ignore the row is any cell is missing.
Further it will confuse users, as they'll enter 3 out of 4 cells, and wonder why
something is not rendering - clearly they wouldn't have entered 3 cell values, if they
wanted now row to be rendered.
All should be aligned for optional columns.
