which downloads installers to http://web.bc.jonqe.lab.eng.bos.redhat.com/ocp-installers/
Install jobs have new parameter OCP_INSTALLER_LOCAL_MIRROR to enable that option.

OCP installer download from official mirror takes up to 10 minutes. It would be good to
have the installers available somewhere in RH network to get it faster.
