Do not allow DynamicLoginConfig service to start until there is an explicit AuthConf
attribute, which is **neither** null nor "login-config.xml"
In the error message, suggest using something like "META-INF/login-config.xml"
The testcase DynamicLoginConfigServiceUnitTestCase should be updated where applicable.
