Designed this way. Activation phase does all checks.

When editing datasource attributes, JDBC driver name can be changed to driver which is
not installed (deployed) without any error message being showed. Although error message
"A driver needs to be specified or chosen!" is showed if driver, which is not
present in system, is filled in form during addition of new datasource.
