You are right, but that is what ends up using URL.hashcode().
So it must be overridden in Handler.

InMemoryClassesDeployer creates a URL with a guid in host section.
During hashcode() operations this causes DNS reverse lookup causing the boot time to be
prolonged ~10 seconds.
