This is fixed by adding two dialog boxes. One offering conversion when opening the file
and one offering conversion when closing the file.

After creating process definitions with the eclipse plugin 3.0.13 and then installing the
3.1 alpha 3 version of the designer plugin you can open up the process definitions, but
all the transitions are no longer visable.
