There are a few choices here, we can provide out-of-the-box functionality where only a
directory is needed, or we can expose repository.xml to users.
The user may also have to set it up in JNDI based on the container is also an option.
As for databases, repository.xml sets that up, I think.
the repository.xml should be either on the classpath, or on the file system, and the user
can configure where the repo is stored.
Also need to have upload/backup functionality (GUI). its ok to require editing of the
repository.xml by hand. It can be bound to JNDI.
