I wonder if this could be related to AS7-1264 as well, although that issue is more about
schema locations it does reference configuration validation - a management only mode may
be a step closer to being able to validate configuration and show the resulting model for
that configuration before an administrator applies it to their server.

In standalone mode, the issue is distinguishing operations that provide management
services from those that don't. If the server is started in "management
only" mode a RuntimeContext should only be provided to handlers for those operations.
