We no longer need a generated user as we are switching to a SASL mechanism specifically to
handle local auth.
If the properties file for the ManagementRealm is empty auth generate
a $local user

The $local user is for local tools to use to authenticate against a local secured AS
installation.
Longer term this user will be handled as any other user so will be possible to assign
roles etc or restrict capabilities - if this user is subsequently removed it will not be
generated again if other users exist in the properties file.
