One thing I realized.. this test will pass if you enable Nagle's Algorithm.

This test intermittently fails, due to messages arriving out of order after rollback.
This is probably the same issue that Andy applied a fix for some time back, which got
reverted since it had other negative consequences.
Need to think of another fix.
