I'm not sure that this is really necessary anymore. I created this when I thought
that a deployment policy would be specified in the deploy operation. Now that this
behavior is attached to the deployment directly (i.e. via jboss-all.xml or (potentially
overlayed) via singleton-deployment.xml), this feature is not nearly as helpful. I'll
keep this jira around, but lower the priority.

To simplify the use of singleton deployments in standalone mode, it would be nice to have
a mechanism analogous to the hasingleton-deploy directory in AS6 and earlier. To do this,
we can enhance the existing deployment-scanner to accept an additional policy attribute.
Something like:
