This looks valid. In fact the core ApprovePublish workflow needs to be enhanced in general
to cover other usecases like Ability to delete files, Approval to push something live etc
This will be re-scheduled to an approriate release. This is not something that would go
into a minor release (2.6.6)

A normal CMS user is allowed to change the active live version of an item without asking
the admin to do so.
Changing the live version should start the ApprovePublish workflow.
