Duplicate of JBAS-8100. This is slightly over and above what Mojarra does in its SCI. I
should be able to get it into M4 or the subsequent release.

If JSF startu is not defined in web.xml, but faces-config.xml is present, automatically
start JSF.
It looks like this will be in the next JSF spec, but we can do it today.
