This has been fixed by JBBUILD-565. The best option for now seems to be using wagon-scm
with the svn provider.
Look into using svn wagon instead of the webdav url for uploading to
the maven repository.

Uploading via the webdav url causes a separate commit to be done for each file. A better
solution might be to use the wagon-scm to upload to svn.
