hmm... the subject differs from the comment. I agree with the subject (isn't that
already the case?)
The real question is what to do when there ARE start-tasks, but NO forms.xml or typo's
in the form.xml (mismatch between task names in pd and form)

a check should be added to the start new process execution list on the home page that
verifies if the process has a forms.xml. if not, the start process link should not be
displayed.
