yes it does retrieve from the resource bundle.
I need to check on trunks, but i am not aware of amy changed related to this.

On a swedish computer (Swedish Windows XP with IE) if you use the resource bundles to
localized your title and only provide the english property file, the portlet displays an
error message saying thet it cannot find the resource bundle. (The portlet doesn't
support swedish)
