Well, there you go.
A new clean user also works perfectly.
That made me ask myself where the "admin" username was coming from, as the admin
user I had created was "steve".
So I deleted all the passwords for localhost that Safari had saved, as well as any that I
could find in the keychain.
Following that, the admin console now appears to be working for my original user login as
well.
In theory, Safari/MacOS was associating host:port with a user/password combination, but
perhaps it was screwing this up somewhere and auto-responding to a 401 with another
server's credentials.
I've had a lot of different local servers running on my Macs over the years, and the
localhost credentials had piled up somewhat.
