It looks that the deploy process does not correctly clear the list of units to deploy after a deployment is finished. This is particularly visible when using 'Project archives' of JBoss Tools because almost all files are touched at every build of the archives. I'm pretty sure this has nothing to do with the archive not being completely built at the time of deployment because the number of redeployments is not just 2 but more than 5 and after debugging the deployer, it is exactly the same number of times than there are watched files.
