That commit did not add it, it simply moved it from a implicit transitive dependency to a
dependency that was listed in the main pom.
Assigning to Paul to make sure it does not affect the product team, but really I think it
should just be closed, unless we want to create our own maven artefact.
Check modules/com/sun/xml/bind/main/jaxb-xjc-2.2.jar for potential
packaging error.

There's one quirk in modules/com/sun/xml/bind/main/jaxb-xjc-2.2.jar :

vs.
modules/com/sun/xml/bind/main/jaxb-xjc-2.2.jar/1.0/com/sun/codemodel
Is the 1.0 some packaging error? Or what's its the purpose?
