For the SARDeployer this is the bootstrap-beans.xml#BootstrapClassLoader. This does not have visibility to mbean deployments in general. The ServiceMetaData class loader needs to be installed as the tcl for all callouts to ensure visibility to types in the associated mbean deployment.
