I've now implemented this for M4 under JBAS-8100. Please see that jira for all the
conditions under which JSF will be auto-enabled.

If JSF startu is not defined in web.xml, but faces-config.xml is present, automatically
start JSF.
It looks like this will be in the next JSF spec, but we can do it today.
