This failure still happens but its because the jbossweb context does not throw an
exception, it just marks the servlet as unavailable. Although I can probably get the state
of the context and handle that condition.
I need Remy's opinion though on whether a failed servlet should error deployment.

If trying to deploy broken archives, deployment is passing.
Both hot deployment & deployment via CLI didn't report any error.
The exception should be propagated and deployment should fail.
