The logging subsystem add handler does not extend the {{AbstractBoottimeAddStepHandler}}
and therefore must add the restart level flag. Either the {{LoggingSubsystemAdd}}
operation handler needs to extend the {{AbstractBoottimeAddStepHandler}} or the
{{LoggingResourceDefinition}} needs to include the restart level flag.
