Description:
Legacy builds can be activated using the following system properties:
-DlegacyBuild -DlegacyRelease -Drelease
microprofile-metrics-smallrye is not included in some server configuration files for the
legacy builds.
Additionally, there are some example configuration files that do not include this
subsystem by default.
