Basically, in the resolution system a capability is a name plus a context in which it is
registered. The contexts serve to allow the same name to appear multiple times, e.g. in an
HC where the same name can appear in multiple profiles.
There's a global context and then one for each profile and s-b-g.
For the profile and s-b-g contexts, they only can resolve stuff associated with their own
context or with the global one.
The includes throw a wrench in that; see my most recent comment on WFCORE-750.
These HC subsystems and socket-bindings need a different context. Their capabilities are
not global (i.e. they cannot be referenced by domain.xml stuff). I don't think this is
a big deal since includes are not involved. It's just part of the task.
