A "relative-to" value should be the logical name of a path, as defined, for
example, in a standalone.xml <path> element. It's not the path itself.

Hmmmm, rather unfortunate that AS7-4917 was only applied to `path` and not the other
properties, i.e. `relative-to`. Use case:
{code}<modules-repo path=".openshift/config/modules"
relative-to="${env.OPENSHIFT_REPO_DIR}"/>{code}
