{{file-passivation-store}} has been deprecated for years, so I think the change should
work for EAP 7.x. If you make the change, also change the {{passivation-store-ref}} in
{{caches}} element to point to the new one. But I'm not sure how much it will help
with the current cts failures in WFLY-13723.
