To support the OSGi uninstall/update semantics we need a notion of not shutting down the
classloader
but restricting its usage.
i.e.
* it should still be able to use its imports
* other bundles should be able to use it if they previously resolved their dependencies
to it
* it should not be useable to resolve new dependencies or for the "importAll"
processing
